In 2002, the Commonwealth Press Union published a ground-breaking report which gave the first oversight of media regulation in the Commonwealth. This report, entitled "Imperfect Freedom: The Case for Self Regulation in the Commonwealth Press" was edited by Ian Beales, Secretary to the Code Committee of the UK Press Complaints Commission, and a leading expert in the field of self-regulation.
